Provincial Ombudsman releases report on MODG spending

The province's Ombudsman has released a final report into spending in the Municipality of the District of Guysborough.
The report investigated spending by senior municipal representatives and officials, including former Warden Lloyd Hines, current Warden Vernon Pitts, and current Chief Administrative Officer Barry Carroll.
It includes credit card records and municipal travel and expense policies in effect from April 2012 to March 2014, as well as revised policies in effect since November.
The report indicates the Ombudsman doesn't find certain spending reckless and frivolous, but that it is inappropriate, opportunistic and indulgent.
It also indicates that municipal councillors' apparent reluctance to oversee spending practices in a more vigilant and questioning way is disconcerting.
In a written statement following the report's release, MODG officials stated that they had already amended policies to respond to most of the report's recommendations, and that the municipality's annual audits indicate that "all expenditures were accurately accounted for."
